Energy Certificates will be required for larger Public Buildings. With this form of certificate the building is given an operational rating which assesses how well the building has been operated based on information about actual energy consumption.
Operational energy ratings apply to all buildings with a total useful floor area over 1,000m2 occupied by public authorities or by institutions providing public services to a large number of people and frequently visited by people. The requirement for Display Energy Certificates will come into effect in April 2008.
This certificate must be displayed within the building. It is slightly different to Energy Performance Certificates - whice will also need to be produced if the public building is constructed, sold or rented out.
In the longer term, the Government has announced its intention to consult on whether this requirement should be extended to include private sector buildings occupied by commercial organisations where large numbers of members of the public regularly visit the building. Such an extension would be subject to separate legislation.
