EPC's will be part of HIP's (The new Home Information Pack), which were introduced on the 1st June 2007 in England and Wales as a consequence of EU directive 2002/91/EC(2) which relates to the energy efficiency of buildings. The EU directive is part of the EU's attempts to comply with the Kyoto Agreement which commits the EU to reduce CO2 year on year. The directive came into being in January 2006 and requires EU states to comply with Article 7 (Energy Performance Certificates), Article 8 (Inspection of boilers) and Article 9 (Inspection of air conditioning systems) within by January 2009.
The Energy Performance Certificate (EPC) is based on the RDSAPv3 procedure, which is a simplified version of the SAP (Standard Assessment Procedure) Rating. The EPC will be required by all homeowners who market their property as part of a Home Information Pack (HIP) and will be produced by Home Inspectors or Domestic Energy Assessors.
The information gathered may later be used to establish 'Energy Taxation' in the future, meaning that properties with poor energy ratings can be taxed punitively.
